Considering a ducted heat pump?
In terms of heating your home, a ducted heat pump can deliver triple the energy that it consumes. That's because a heat pump moves heat from the air instead of converting it from a fuel, the way a combustion heating system does. You can reverse this cycle in the summer to cool your home. Heat pumps are ideal for our mild Pacific Northwest Climate. They have also advanced a lot in the last 10 years. While traditional heat pumps work like a car in stop-and-go traffic, modern heat pumps operate like cruise control, adjusting their operation to keep your home a consistent temperature. They also perform better in colder weather. EWEB offers incentives to encourage modern variable speed heat pumps.
We offer these rebates or loans
Standard Rebates and loans:
- A $1,000 rebate per home, or
- Up to a $15,000 zero-percent interest loan with a five-year term for installing a ducted heat pump.
- A $250 rebate for prescriptive duct sealing.
- Loan terms: Under $5K is 48 month term and $5K and over is 60 month term.
- EWEB requires ALL homeowners be loan applicants. Missing home owner applications will delay your loan application process.
- Loans and rebates cannot be combined.
Income-based rebates and loans:
- Owner-occupied rebate $6,000
- Rental rebate $1,000
- A $500 rebate for prescriptive duct sealing
- Up to a $15,000 zero-percent interest loan with a five year term for installing a ducted heat pump.
- Loan is available in addition to rebate for costs above rebate amount
- Loan terms: Under $5K is 48 month term and $5K and over is 60 month term.

- Loans and rebates may be combined for income-qualified applicants.

Program eligibility
- All EWEB electric customers may be eligible. Please apply and receive EWEB pre-approval before scheduling installation.
- We require the participant's signature on the residential program application. The participant must be the EWEB account holder (or authorized on the account), owner or owner's representative.
- The new Heat Pump must be the primary heat source.
- Loan approval is based on your credit report and EWEB credit history. Approved loan amounts may vary based on approved credit. Loan applicant(s) must be the homeowner(s).
- For heating programs, only one (1) heating system per account is eligible. For another dwelling on the same tax lot to qualify for an additional rebate or loan, the unit must have its own kitchen, bathroom(s) and bedroom(s), have separate electric service, and be occupied by a customer as a primary residence. Each customer may have only one primary residence.
- Ducted Heat Pumps may only be installed in single-family homes, manufactured homes, side-by-side condos/townhomes, or non-stacked apartments. If you are unsure whether your home qualifies, please call us at 541-685-7088.
- For a heat pump system with both ductless and ducted indoor units, the above ducted incentives apply if the total BTU capacity of ducted indoor units is greater than the total capacity of the ductless indoor units; the ductless incentives apply if the total capacity of the ductless indoor units is greater, see our ductless heat pump page for details.
- If there is a pre-existing heat pump as the home's primary heating system, it must be removed and replaced with a qualifying system.
- The duct sealing rebate only applies to homes that have leaky ducts. Contact us if you are unsure.
- The system must be installed by a licensed HVAC installer.

Step One:
Apply online here. Once we receive and process your application, we will send you a confirmation email. If you are also applying for a loan, check 'Yes' in the application and you will be guided through the required fields.

Step Two:
Select a contractor to do the work. Here is a list of participating contractors who have recently participated in EWEB programs. You are welcome to use contractors who are not listed. However, Ducted Heat Pump contractors must be licensed HVAC installers. Talk to your contractor about installation options. This checklist may help.
- EWEB recommends but does not require that participants acquire multiple bids.
- If the customer decides to upgrade insulation levels, that work should be completed after the installation of the heat pump. Insulation upgrades may be eligible for a rebate or 0% interest loan.
After installation of the system and all required contractor documents have been received, EWEB will verify the system for program compliance and may schedule a site visit. Rebate payments will be mailed to either the participant or contractor approximately four to six weeks from the date EWEB approves the installation. Loan payments will be mailed approximately four to six weeks after the homeowner returns the signed loan contracts to EWEB.
