EWEB Statement on Union Complaints

EWEB is reviewing recent complaints raised by representatives of the International Brotherhood of Electrical Workers (IBEW). Our approach is guided by fairness, due process, and our mission to serve the community safely and responsibly.

Background

In August, with some employees from EWEB’s Electric Division present, a representative from the IBEW spoke at a public Board of Commissioners meeting, raising concerns about workplace rights and supervisory practices.

Ongoing investigation

Following the August testimony, EWEB launched an internal investigation into the issues raised by union representatives. As of September 17, that investigation remains in process, with first phase—based on initial complaints received prior to September 4—nearing completion.

On September 4, the union submitted a package of documents that included statements from current and former employees. In response, EWEB opened a second phase of the investigation to carefully review these materials.

Our approach to workplace investigations

Workplace investigations take time and care. We have maintained open communication with the union throughout, sharing updates on both process and progress.

While some may expect us to accept the statements provided by the union at face value, that is not our approach. We provide due process for every employee. 

Approximately half of EWEB's workforce is represented by the IBEW. While the union's focus is understandably on the rights of represented employees, EWEB has a broader obligation to safeguard the rights of all employees, both inside and outside of the bargaining unit.

Each statement is being investigated to ensure all employees are treated fairly and equitably before any conclusions are reached. If the investigation identifies problems, EWEB will act swiftly to correct them.

Union criticism of EWEB

We understand the union's interest in demonstrating support for employees within the bargaining unit, including raising concerns on their behalf and even criticizing EWEB. We recognize employees' rights under the National Labor Relations Act to engage in protected activity. At the same time, we believe the most constructive path forward is direct, collaborative dialogue to resolve concerns.

Third-party review

The union requested that a third-party investigation be conducted. EWEB declined this request, as our trained Human Resources staff are already responsible for this work. Relying on internal resources avoids unnecessary costs for the utility and our customers, while ensuring a fair and thorough process.

Additionally, all EWEB employees have access to the internal and external escalation processes including our Whistleblower Policy and Internal Dispute Resolution Policy. 

Our understanding is that the union has elected to raise their concerns via complaints filed with Oregon’s Employment Relations Board (ERB). We recognize the IBEW’s right to use such avenues to resolve employment concerns. We welcome the opportunity to discuss the facts and findings of the investigation with the ERB.

Commitment from leadership

EWEB leadership takes these matters seriously. We remain committed to working constructively with represented employees and union leaders to address issues to the best of our ability. At the same time, we are stewards of our customer resources and must balance fairness to employees with responsibility to the community we serve.
